Description:
Armors with the "-25% artifact cooldown" or with the "cool down" skill does not work correctly on the satchel of elements.

How to reproduce:
1. Wear an armor with any of the abovementioned skill.
2. Activate the satchel of elements. 
3. It will become available after 10 seconds, no matter what is the cool down level.

This can be compared easily by activating another artifact with 10 seconds cool down period simultaneously (e.g. corrupted seeds).
