Blacksmith not upgrading gear

      1. When upgrading gear, some gear will not upgrade.
      2. Example: when I place my 109 evocation robe to be upgraded, it comes back the same level every time. I have tried upgrading this same gear well over 10 times now and it always comes back at 109.
