Thorough testing shows with multiple quivers (including rocket) equipped, and with the enchant "Final Shout" activated, the quivers glitch and sometimes cannot be used (aka 'greyed out') until they are unequipped and re-equipped. Using the same setup with different armor that also has final shout yields the same results. Removing any armor with Final Shout resolves the issue.
