Fletcher village won’t trade tripwire hook for emerald

I’m trying to trade the fletching villager my tripwire hooks and the villager won’t accept the trade. Meanwhile I have 13 of the hooks in my inventory. Why won’t he trade me!? Also my PS4 version is 1.94 which according to the the affected versions tab doesn’t exist?
