Pillager Raids Unexpectedly Finish Halfway Through Raid Event

      Description

      This issue has occurred in a world where I flooded the normal terrain to prevent unwanted spawning spaces, but I provided a large 128x128 platform centered around an artificial village as an alternative spawning pad a few blocks above the ground. I gained the Bad Omen effect and moved towards the artificial village at the center of the spawn pad. The raid bar charged up and the first wave spawned, so i killed the raiders. However, the raid bar charged up a second time to load the second wave, and once it fully loaded the bar disappeared. The Hero of the Village effect was not given as the raid did not successfully complete; it just was unable to continue. I do not believe this is a result of the terrain changes I made, as the first wave was able to spawn without issue. It is not a result of my leaving the range of the village because I stood in roughly the same area. My assumption is that the raid was unable to spawn because the mob cap was full; the raid took place at night. If I am correct in assuming that the mob cap prevented the raid from continuing, then i feel that some changes need to be made to pillager spawning mechanics. At the moment, pillagers can only spawn in light levels of 7 or lower, leaving them defenseless against players who usually explore during the day. User 'cv' filed a bug report for this issue, but it was resolved with the claim being made that 'On Easy, Pillagers can only spawn in light levels between 0 and 7' (On a related note, this statement implies that other behavior should be expected for worlds that are created in Normal or Hard mode, but this is not the case). The pillagers' inability to spawn in daylight means that a player who wishes to receive the Bad Omen effect must conquer an outpost at night, making it more likely for the player to trigger a raid at night; therefore, a good number of raids that take place at night will be unable to spawn due to the mobcap, leaving the player without the Hero of the Villager effect for the pillagers they did kill. My suggestion would be to either change it so that pillagers can spawn in daylight to match both Bedrock and Java editions, or make an exception to the mobcap for raiders so that players who took the time to find an outpost and kill a banner pillager are not cheated out of the raid loot that they may get. This issue, if it goes unresolved for long, will cause frustration for those who wish to conquer a pillager raid at night and are cheated out of the remaining waves as a result of mobcap limitations.

      Edit: I have included a video to illustrate the issue further, but the video is cut down to its most essential part to fit into the 10 MB limit. Though it cannot be seen in the video, there is a proper artificial village in close range. The video begins shortly after I kill a pillager captain and dispose of the first wave. In the video, it can be seen that the bar charges up fully, but disappears without giving me the Hero of the Village effect because the raid did not finish properly. As can be seen, there is a large 128x128 platform centered around the village to allow pillager raids to spawn, which the first wave did without issue.
