Redstone lighting / signal strength issue

      Description

      This has been an issue for a while but I cannot find an exact match in searches.

      I have an issue where it appears redstone circuit power output is reduced when a chunk loads quickly, i.e. arriving by minecart, or when the game loads at night. This problem is not consistent but exhibits quite regularly.

      This affects the redstone lighting in my world and will produce the effect where one daylight sensor can affect an unconnected redstone lamp several blocks away.

      When arriving in the dark some redstone lamps will appear underpowered and deactivating then reactivating the sensor will cause the light and adjacent unconnected lights to work as intended.
