End Dimension Is Too Short

      Description

      The end dimension does not go deep enough on console edition, the lowest block you can place is at Y=2

      The lowest block on Java is level Y=1

      The lowest block on Bedrock is Y=1

      See screen shots for the different Y levels on all platforms.

      This should be fixed so there is more parity between versions, and so that we have more room to work with when creating endermen farms.

      (A couple of things of interest can be learned from these screen shots as well.
      #1 Water in java doesn't spread at y1
      #2 Omg my eyes, why does the end, on bedrock look like that with night vision.
      #3 The obsidian pillars don't generate as low as they could, on console.

      Just some extras that i noticed when comparing platforms)
