Observers cannot detect when a block becomes strongly powered

    Description

      Observers can detect when a block outputs a change in redstone power, for example when redstone dust becomes powered by a redstone block. They cannot, however, detect other blocks when they become powered. For example, have an observer observe an iron block. Then, on the side of the iron block, place a lever. If you power the lever it should power the iron block, allowing the signal to pass through. However, the observer cannot detect this change. This breaks observer chains that can be created on the PC version, but not console. Please fix this.
