fishing rod has no enchantment in first slot

I attempted to enchant a fishing rod and the table offered just nothing in the first slot.
It would light up as if it was usable (just no tool tip) and I selected it to find out what would happen. I lost an XP level and the table consumed the one lapis but nothing happened to the fishing rod (as one might expect from the enchantment being "nothing").
