End city portal not spawning

I've seen similar issues posted but couldn't find one on Xbox one that hadn't been working as intended.

I defeated the ender dragon in my current survival world and the first one spawned as intended. The second time I defeated the ender dragon (summon with crystals) no portal generated. I quit without saving and tried again to the same result. So I can't get to the end city.
I did make a creative world with the same seed in which it worked as intended.
