End portals stop appearing after respawned dragon death

            Description

            After the Elytra patch I started a new world and killed the Ender Dragon. A smaller portal appeared and took me to an island filled with coral. So, I went through the steps to re-spawn the dragon with crystals then killed it again but no new portal appeared. I have done this 4 more times in peaceful, easy and hard just in case it made a difference but no new portal. The odd thing is that when I do it in creative on that world, the new portal appears. Reloading the end doesn't seem to make any difference either. This is driving me crazy because I'm dying to fly in my survival world.
