Village radius has no impact on newly created villages

      Description

      Villages are being created correctly, however any villages in the area which may have a large village radius is not effecting any newly created villages.

      What should happen before a newly created village is deemed a newly created village is that it should also check around its (radius+32) to see if it touches any other village radius. If it does it should not create a new village but rather be added to the closest village.

      Right now the game looks like its always defaulting to if any village is less then 64, (Yes) : Merge ? (No) : create new village. It needs to take radius into effect otherwise stacked iron golem farms will not work.
