in order to reproduce this issue you have to get killed by the skeleton and respawned at least 1 chunk away from it. it will cause the skeleton to freeze and float and not on the horse
but it shooted arrow came from the horse like it was riding it. when the horse is killed the skeleton suddenly appeared like it was dismounted.
look at the skeleton on the left, the skeleton is floating
