Hoppers "ARE" losing items to hoppers below them "EVEN" when top hopper is powered.

What I expected to happen was...:
I expected they'd stay in because powered hoppers don't take/give items to other containers(Chests, etc)

What actually happened was...:
The hoppers don't matter whether they're powered or not when there is another hopper below it.(This may be multiplayer only)

Steps to Reproduce:
1. Place 1 hopper going down into another hopper.
2. Power top hopper.
3. Items still go into bottom hopper.
