Beacons' beams are working correctly, and I can correctly choose an effect for the beacon. However, the beacons do not give players the effects until they're updated. Once they are updated, the effect only lasts as long as the initial countdown when the effect is applied. In my case, the effect lasts 16 seconds and won't continue to give me effects until I update the beacon.
