Currently while using target selectors, it is possible to specify ONE game mode with m=<gamemode> or THREE game modes with the new m=!<gamemode> syntax. But it seems not possible to specify TWO game modes (e.g. selecting all players on adventure and spectator, but not survival or creative modes).
Combining two filters like m=!<gamemode1>,m=!<gamemode2> does not work. And only the last game mode filter will take effect.
Example:
1. Start a new creative game.
2. Place a command block. Set its command to /tell @a[m=!1, m=!0] hello
3. Place a button on it and activate the command block.
4. Should get a @ whispers to you: hello message, despite the presence of m=!1.
5. Change the command to /tell @a[m=!0, m=!1] hello
6. Activate the command block. Nothing will show up.
