Horse can't jump over blocks with lead attached to player.

What I expected to happen was that the horse would jump over blocks in order to follow me when attached to a lead. I needed to take it to my home so I could keep it without it wondering off somewhere else.

What actually happened was that the horse didn't jump over blocks in order to follow me when attached to a lead. This problem doesn't happen to other animals.

Steps to Reproduce:
1. Hold lead on main hand.
2. Right click the lead on the horse to follow you.
3. Jump over one block and watch the horse get stuck on the other side like as if it's blocked by a fence.
