A skeleton spawned in the other day, facing the wrong way while shooting. He was walking not looking at me at all, facing the wrong way, while still shooting his arrows.

It seems his arrows are unavailable in creative mode and can track you down when pulled, either that or they dont need to know where you are to shoot you...
