When placing boats on land you can ride them as if you are in water

What I expected to happen was...:
i expected for my boat to slow down and then come to a complete stop

What actually happened was...:
When i got on land it was as if i was in water
Steps to Reproduce:
1. Place boat on land
2. Get in boat
3. Boat should now be driving on land
