I was playing Minecraft in one of my worlds when I decided to enchant a fishing rod.
What I expected to happen was...:
My fishing rod to enchant, preferably with something good like luck of the sea.
What actually happened was...:
I can't enchant my rod at all.

Steps to Reproduce:
1. Grab a fishing rod, and enchantment table and some lapis lazuli
2. Set down the enchantment table and put the rod and the lapis in the respective slots
3. Go to click one of the enchantments that pops up.
