Potions with the prefix "Uncraftable" which have the Potion tag value minecraft:empty are listed as potions in the creative inventory. I do not see any reason for this as these potions are useless and cannot be used for brewing or have any effect.
Having the possibility to access them by using commands makes sense but they should not be listed as potions in the creative inventory.
