Instead of firing regular arrows like from a hostile mob, dispensers simply drop them as items as if from a dropper. HOWEVER, they still properly activate TNT

Expected behavior:
Dispensers should fire (regular) arrows similar to if they had been fired from a bow

Actual behavior:
Dispensers dropped (regular) arrows as if from a dropper

Reproduction steps:
1. Place a dispenser somewhere in the world facing horizontal (unknown if direction matters)
2. Load the dispenser with at least one arrow
3. Fire dispenser via a redstone signal (button was used)
4. Observe the arrow drops as if from a dropper
