Redstone lamps powered by daylight sensors when reloaded will display the redstone lamp as being lit but will not actually emit light. In trying to recreate the issue, it appears that redstone lamps powered by other means aren't affected.
The first image shows a few redstone lamps acting this way, and the second depicts the debug information showing the light level near the affected lamps.
