When right-clicking a mob with a lead on the hand, and attaching it to the fence, it just drops the lead. It also drops the existing leads attached to mobs and fences. I think it's because of fix of MC-90788.

What I expect to happen:
It attaches to fences.

What happened:
It doesn't.

Steps to reproduce:

1. Find/summon/spawn a mob.
2. Try to attach the mob to a fence.
