The Haste effect doesn't work after jumping, while I would expect it only woudn't work while jumping.
Steps to reproduce:

• run the command /effect @p minecraft:haste 60 255 true
• jump and while jumping start mining a block (eg. dirt or wool)
• note how the Haste effect doesn't work after landing on the ground
