When pressing ctrl facing an existing command block to obtain a duplicate it should store all NBT data, so when you place it it is an exact duplicate. The command blocks failed to store their conditional modifier in the NBT, and are always set to unconditional when placed.

      1. Obtain a command block.
      2. Place the command block.
      3. Open the command block interface and change it to be conditional.
      4. Exit the command block interface, look at the command block, and press ctrl.
      5. Place the newly obtained command block in a new location.

RESULT: New command block is set to unconditional, instead of conditional.
