Brown robe villagers (Farmer, Fletcher, Fisherman, Shepherd) no longer plant crops in nearby tilled soil, even with full seed inventories. Further, they rarely move. In a 8x8 plot, they will plant between 5 and 10 crops over about 4 Minecraft days. If the player pushes the villager over tilled soil the villager will plant seeds. This started in 15w41b, and is still true in 15w42a and 15w43a.

in 15w40b and earlier (including 1.8 versions), villagers plant normally.
