Spectral arrows and endermans

What I expected to happen was...:
the enderman is teleporting away and nothing will happen

What actually happened was...:
the enderman havent got damage and he teleported away, but he got the glowing effect

Steps to Reproduce:
1. Bow in main Hand and spectral arrow in left hand
2. spawn an enderman
3. shoot the arrow to the enderman
