I have had this issue for quite sometime and it was the reason why I stopped playing minecraft for a little while, and when I came back, with version 1.8.8, I was hoping the problem had been fixed. Apparently, I was wrong.

The problem is thusly: What I like to do, is create a home in a survival world with cheats on, so I will switch to creative mode and build up a house, with many things and rooms inside of it. Then, when I switch back to survival mode, I am incapable of interacting with any blocks anywhere, or more specifically, I cannot mine, or punch them. I can only place blocks, and this only takes place in survival mode. In creative mode I can still place and destroy blocks as you should be able to.

In order to trigger this, I believe all you have to is simply this:
Create a default world, survival mode with cheats on.
start up the world, switch from survival to creative mode. Build something, anything, with items from the creative mode inventory.
      Switch back to survival mode
you're done. that should about do it.
