On superflat world (seed on screenshot) village roofs are spawnable due lighting level.

Tested 2 times (even re-created map with same seed). Both times if coming from another village at around -100,250 roofs are populated by mobs.
Tested with other seeds too.

To re-produce:

• Just find a village
• unload chunks where village is
• come back
