Fishing Rod in a off hand isn't working correctly

What I expected to happen was to use fishing rod normally so float will
go for the normal distance.

What actually happened was float and line showed up for half a second
and then they dissapeared after short period of time.

Steps to Reproduce:
1. Put a fishing rod in a off hand by using key F(by default).
2. Click right mouse button(by default) when theres nothing in the selected
slot that has right click function.
3. Watch the bug
