      What I expected to happen:
      Your hands will wave.

      What happened:
      It didn't.

      Steps to reproduce:

      1. Open a world with cheats enabled.
      2. Type /effect @p haste 30 10.
      3. Break a block.

      Only happens in SURVIVAL.
