Worked on windows 7, 8, 8.1, and 10
I have tested on every version (Including snapshots) after 1.8 it seems to have started then. I have seen it happen on mac as well. I have the latest Java version and every person I have pointed it out to have been able to reproduce it.

I won't go into huge detail because it is such a simple bug, dunno how its gone a year overlooked.

It works with 2 block tall plants (Those with the base ID of 175)

With the exception of peonies themselves of course because its not really noticeable.

Anyway here are some screenshots, not a huge bug but an annoying one.
