Intended Behaviour:
Using the hideParticles flag with /effect should remove the potion particles, as it does with other particle effects.
Bugged Behaviour:
Using the hideParticles flag with /effect set to true creates blue particles (Should have no particles at all).
Testing command: /effect @p minecraft:glowing 30 1 true
This applies to players and other entities as well.
