What I expected to happen was...:
I thought that when I fire an arrow from having a stack and I picked it up I would get only one arrow back.

What actually happened was...:
When picking up the arrow I got entirely new stack.

Steps to Reproduce:
1. Have a bow in main hand
2. Have more than one tipped arrow in off hand
3. Shoot arrow at the ground
4. Pickup arrow on ground
5. Receive more arrows than you started with
