Enchanting a bow doesn't work

what i thought was going to happen
I thought that when i put the bow in the enchanting table and clicked on one of the three options to enchant it would take away 1-3 of the 64 lapis that i put in and it would enchant the bow and make it sparkly.

what did happen
What happened was that the bow didn't get enchanted and it doesn't tell you what enchant you are going to get and it doesn't enchant it, all it does is switches the 3 bars.

Steps to Reproduce:
1. put down an enchanting table
2. get a bow and lapis
3. put the bow and lapis in enchanting table
4. click on one of the 3 bars to the right of the lapis
