      Shulkers can and will float if the block they are attached to is removed and they have nowhere to teleport to.

      To Replicate
      1. make a pillar in the air
      2. place a shulker on the top block
      3. remove all blocks from the pillar except the top block
      4. remove the top block and watch it just sit there, mocking gravity
