Shulkers can and will float if the block they are attached to is removed and they have nowhere to teleport to.
To Replicate
- make a pillar in the air
- place a shulker on the top block
- remove all blocks from the pillar except the top block
- remove the top block and watch it just sit there, mocking gravity
