When A spectral arrow is shot at an Enderman the effect is applied but the enderman teleports away before the arrow hits it. Enderman normal can't be hit by projectiles and they teleport before contact, this happens, but the effect is still applied. The ender man seems to teleport away in time for other arrows and effects are not applied. The spectral arrows also show up as the pink drawing plane image when they hit the ground
