*What I expected to happen was...: you were probably suppose to get 1 arrow
Describe what you thought should happen here: i was going to get 1 (potion effect) arrow

What actually happened was...: i got a stack of the arrow when i picked up the arrow that i shot
Describe what happened here: i used 1 harming arrow it missed so i picked it up and i got 64 harming arrows

Steps to Reproduce:
1. get some Potion arrows (harming, healing, etc.) and a bow (be in survival)
2. shoot the arrow to the ground
3. pick the arrows from the ground
