When you shoot and Enderman with a potion arrow, he jumps away dodging the arrow, but if the arrow has any affects the Enderman is affected by these. You can recreate this by shooting an Enderman with a posion arrow, after doing this the Enderman will repeatedly take damage from the poison. Also the spectral arrow effect is applied when they dodge the arrow.
