When right clicking with a non placeable item (except potions) in creative you get the item animation (in your hand) which is also used when you can't place a placeable block.

How to reproduce:
1. Get a non placeable item (food, dye...)
2. Right click on a block
3. See it yourself

Maybe it is intended to be like this but I think it is a bug.
