Spawning in any nether portal block through commands (cheats or command block) which's data value is not 1 or 2 will result in a portal with the data value 1. Cloning an already existing block of this type will result in an air block. While it is possible to edit these blocks in through the use of tools like McEdit the ingame commands ignore them. Given that they have properties that no other block currently shares (invisible, non-solid light source) they have an actual use for creative players and mapmakers.

Or maybe this is intentional. :/

      As an example:

What I expected to happen was....:
      When I use "/setblock ~ ~3 ~ portal 3" a Block of 90:3 should appear above my position.

      What actually happened was...:
Instead a block of 90:1 appeared above me.

      Steps to reproduce:
      1.) While cheats are activated typ /setblock ~ ~3 ~ portal 3
2.) find a portal with data value 1 above you
