Server performance issue for versions after 1.7.10 e.g. choppy frame rate

      Server performance issue for versions AFTER 1.7.10 e.g. choppy frame rate. This performance issue does not happen in single player. Choppy frame rate for server started with 1.8, continued with 1.8.1 and 1.8.3.

      Found temporary solution today:

      First I opened Task Manager, and then opened the server. Located the javaw.exe that was running the server. I noticed CPU core was stating a number greater than 3 (I don't know what that would mean). Numbers range from 12-40. For any other programs it stays within cores 0-3 (Quad core). If I deselect all cores, and set the CPU affinity to the first two cores (0 and 1), the server isn't choppy anymore. Have to repeat this set anytime I open the server. I do no have to do this for Minecraft - only for the server. The CPU still states numbers higher than 3, but the server runs smooth.
