mobs do not flee when hit with summoned/dispensed harm potion

      Description

      Normally, when a mob is hit by a Splash Potion of Harming, passive mobs (pigs, sheep, etc) will flee for a few seconds.

      What I am attempting to do is hit a pig with a Splash Potion of Harming by using a command block to summon a thrown potion (above the mob):

      /summon potion ~ ~5 ~ {Potion:{id:"minecraft:splash_potion",Count:1,tag:{Potion:"minecraft:harming"}}}
      

      This succeeds in harming the pig, but it does not cause the pig to flee.
      Additionally, I tried using a dispenser to simply fire a splash potion of harm, but this had the same result: the pig was harmed, but did not flee.
