Hopper accepts items when powered

      Since version 1.8.3 when a hopper is powered it can still accept items from another hopper that is pointed to the first hopper. When a hopper is powered it does not accept free floating items or items from chests or hoppers pointed away.

      This makes the classic item filter (on the left in the screenshot) unusable.

      To reproduce:
      1. Place a redstone block
      2. Place a hopper above it
      3. Place a second hopper above the first hopper, pointing to the first hopper
      4. Put some items in the top (second) hopper - they will start flowing to the bottom (first) hopper, while it is expected that they won't. A hopper cannot put items in a locked (with solid block above) chest, so it should not be able to put items in a locked (powered) hopper.

      You can also use the attached world (shown on the screenshot) - put some items in the top hopper of item filter on the left.
