banner's damage value are inverted

the white banner have the first dammage value and it's the first when you search banners,...

the order of the banners is the same but their dammage value are inverted. at first the 15, then 14,... and finally the 1

Steps to Reproduce:
1. do F3 +H to see data value
2. open the creative inventory
3. go in decoration blocks
4. found banners
