Withers can't ride entities

      If you summon Wither riding any entity, it detaches from it immediately after being spawned. Use this command:

      /summon WitherBoss ~ ~5 ~ {Riding:{id:"Zombie"}}

      You can substitude "Zombie" for any other entity, it will always detach.
