When you have a fill clock (example redstone_block/stone clock) and it is raining and you place fire on top of the filled area, you will have ghost light sources, which also don't disappear with F3+A. They disappear instead when you reopen the world, when you place another light source near it or when you place a block at the center of the fake light source.
