Ok...so there I was in my boat ready to take a dive to the Ocean monument. I drank my potions and jumped out of my boat and swam down and well surprise, surprise. No Ocean monument anywhere just the guardians. I even switched to creative mode and dug into the rock I thought maybe it was under it. I also looked in the surrounding area. Nope. The guardians acted as if one was right there but it wasn't.
